五 | 第18号台风“沙德尔”8月26日前后将进入东海，移动路径对我国的影响不确定性大。与此同时，东北、西北和华东等部分省份局地有较强降雨，黑龙江干流、太湖水位持续超警，退水期堤防巡查防守压力仍然不减。　　会商强调，相关地区各级防指、各有关部门要深入贯彻习近平总书记重要指示批示精神，树牢底线思维、极限思维，全力做好防汛防台风各项工作。

六 | 要提高思想认识、保持高度警惕。当前仍处于主汛期，也是假期及旅游高峰期，特别是南海已经开渔，出海作业渔船多，要坚决防止麻痹思想，立足最不利情况，进一步强化防汛防台风责任落实，确保各级防汛责任人在岗在位、靠前指挥、统筹部署。海南、广西、广东要组织对渔船回港避风、在港船只安全管理、人员上岸避险、危险地区群众转移安置等工作进行再检查、再督促、再落实，确保船在港、人安全；进一步排查旅游景区、在建工地、交通航线、跨海大桥等的安全隐患，落细安全措施。福建等省份要紧盯第18号台风“沙德尔”发展动向，提前做好部署安排，滚动会商研判，强化应对准备。　　会商要求，要对山洪和地质灾害、中小河流洪水、城市内涝等薄弱环节防范措施再落实。密切监视雨情汛情，落实临灾预警“叫应”机制，特别是夜间的“叫应”工作，确保预警信息直达基层一线，紧盯防汛重点区域场所，提前果断组织危险区人员转移避险。黑龙江干流、太湖及周边河网水位超警时间长，要把超警河湖堤防和中小水库巡查防守作为重点，细化落实安全责任、巡查防守、应急除险等措施；针对重点工程、重点部位，前置抢险救援力量和物资物料，一旦发生险情，快速应对、高效处置，抢早抢小抢了。同时，要严格落实应急值守和信息报送制度。
